Besides the increasing number of foreign students attending the university, over 100 guest researchers a year take advantage of the stimulating research environment in Constanta. An increasing number of courses are offered in English throughout all faculties. In order to pursue further undergraduate studies within a specific programme at the university, a high aptitude for the Romanian language is required. The university offers an intensive Romanian preparatory course as the best way to reach this level in two semesters.
The rector is the university’s top executive official. The rector is assisted the vice rectors, who are responsible for specific areas of key importance to the university.
The University Senate is the highest decision-making body within the university, with an overall responsibility for budget and policies. The rector’s office is its executive unit. The Senate consists of 60 members, including representatives of teachers, students and public interests. Other committees and boards consist of representatives of teachers, students, university employees, and - except at the departmental level - professional interests.
A Faculty Council has the overall responsibility for each main area. Under each board there are usually special committees for undergraduate education, postgraduate education, research, appointments, library services etc.
The faculties are responsible for education and research within their respective area. Each faculty is run by a faculty council, the chairman of which is the dean, who is elected by the teachers of each faculty. Within each faculty there are special educational and research committees which are made up of representatives of various groups: university employees, teachers, students and professional interests.
The faculty offices give administrative support to the committees, including budget, information, international affairs etc.
Having earlier been part of a centralized national system of higher education, Romanian universities and colleges today enjoy considerable autonomy in the planning and dimensioning of education.
